Temporary vs Permanent Vehicle Registration in Pakistan: What Each One Allows

A temporary registration is a short-term record issued by the registration authority so a newly acquired vehicle can legally be on the road while its permanent record is prepared, whereas a permanent registration is the finished entry in the vehicle register that carries the vehicle's permanent number plate and its registration book or smart card. In practice most buyers move from one to the other without much thought, which is why expired temporary registrations cause so much trouble later. Understanding what each instrument actually permits, and how long it lasts, removes most of that risk.

What a temporary registration is for

A dealer or seller issues a temporary record so that a vehicle can be driven home, taken to the excise office, presented for inspection where required, and insured, during the window before the permanent entry exists. It exists to bridge a gap, not to serve as long-term paperwork. The vehicle's details are provisionally recorded, a temporary number is assigned or displayed, and the buyer is expected to complete the formal registration process promptly.

A temporary registration is not a substitute for the permanent record, and it is not evidence that the vehicle has been transferred into your name in the register. Ownership is only properly established once the registration authority records it.

The practical test is simple: anything that depends on the vehicle being in the register needs the permanent record. Temporary documents cover movement, not standing.

How long a temporary registration lasts

Validity periods are short and set by the authority issuing them, differing between provinces and between a dealer-issued record and one issued directly by the registration authority. Treat it as a matter of days to a few weeks rather than months. The expiry date is printed on the document, and that printed date governs.

What converts it to a permanent record and plate

Conversion happens when you complete the registration application and the authority issues the permanent record. Expect to work through the following:

1. Submitting the vehicle particulars — make, variant, engine and chassis numbers, and the invoice or sale evidence.
2. Presenting your CNIC as the person in whose name the vehicle will be recorded, plus proof of address where required.
3. Any transfer paperwork from the seller, including an authority letter if you are not applying in person.
4. Paying the registration charges and applicable token tax through the generated payment slip or PSID.
5. A physical inspection of the vehicle where the authority requires one, to match chassis and engine numbers to the paperwork.
6. Collection of the registration book or smart card and the permanent number plate, once issued.

The permanent plate is assigned to the vehicle as part of this process. Until it is fitted, the vehicle is running on a number the authority has not permanently attached to it.

Why an expired temporary registration is a problem

Once the window closes you are driving a vehicle with no valid registration record, which means the number displayed does not correspond to a current entry in the register. At a roadside check that invites a challan and potentially impoundment pending verification, because the officer cannot confirm that the vehicle is properly registered at all. Insurance may also be contested, since cover generally assumes a properly registered vehicle. Resolving it means attending the registration authority with an explanation and regularising the record, which takes considerably longer than applying on time would have.
